As auto parts involve numerous industries and fields, various problems often arise during the declaration process, such as lengthy declaration times and frequent errors. Therefore, this article provides detailed standard declaration requirements for auto parts to help you complete declaration work more efficiently.
I. Definition of Auto Parts
Auto parts are mainly divided into two categories: parts used for automobile production (referred to as production parts) and parts used for automobile maintenance (referred to as maintenance parts). It should be noted that auto parts that constitute the characteristics of a complete vehicle are not included in this definition.
II. Declaration Methods
For auto parts within the scope of the List of Auto Parts Requiring Detailed Declaration, declarations must be made item by item in accordance with the provisions of the General Administration of Customs Announcement No. 64 of 2006. Simplified or consolidated classification methods are not acceptable.
III. Requirements for Production Parts Declaration
The declaration of imported production parts must comply with relevant regulations and requirements to ensure the accuracy and completeness of information.
1. "Product Name" field
? Format:Chinese name/brand/characteristics of complete knock-down (CKD) parts, rough castings, or complete machines ? Instructions: (1) Fill in the detailed Chinese product name and brand of the imported auto parts, separating the Chinese product name and brand with a "/". (2) Imported complete knockdown (CKD) parts or semi-finished products shall be marked with the terms "Complete Knockdown" or "Semi-Finished" after the brand, separated by a "/". (3) If the imported auto parts constitute the characteristics of a complete vehicle, the phrase "Complete Vehicle Characteristics" shall be added after the brand, separated by a "/".
2. "Specifications and Models" column
? Format:S(w, WF)/part number/TY/applicable vehicle brand and model/other required declaration indicators ? Instructions: (1) The letter "S" or "W" should be prefixed before the part number to distinguish between "production parts" and "service parts," with a "/" separating the letter and the part number. (2) After the part number, sequentially add the applicable vehicle brand and model for the part. (3) If the brand of the imported repair part does not match the vehicle manufacturer's brand for which the part is applicable, the letter "W" shall be added before the part number, separated by a "/" from the part number. (4) The "TY" designation applies to parts suitable for two (or more) brands and models of vehicles or to imported parts classified under two (or more) four-digit HS headings (8701-8705).
3. "Remarks" column
? Format:CT/part number ? Instructions:For automotive parts declared in a complete knockdown (CKD) state, the part number should not be filled in the "Specification and Model" column. Instead, the part number of the final assembled complete product should be indicated in the "Remarks" column.
4. "Unit Price" and "Quantity & Unit"
? Instructions:In addition to filling in the statutory measurement units as required, the actual transaction unit price and actual transaction measurement units must be strictly reported and printed on the third line.
The List of Auto Parts Requiring Detailed Declaration is issued by the General Administration of Customs and will be adjusted and updated periodically based on actual conditions. To ensure the accuracy of declarations, importers should closely monitor relevant announcements from the General Administration of Customs.
For auto parts not included in the List of Auto Parts Requiring Detailed Declaration, importers must still declare them in accordance with relevant customs regulations.
