To further standardize our countrysimport and exportTo manage goods and ensure uniformity, the General Administration of Customs recently issued an important announcement, clearly specifying the classification of "heat-conducting liquid" products.

I. New classification decision

In accordance with the relevant provisions of the "Regulations of the People's Republic of China on the Classification of Import and Export Goods by Customs" (promulgated by Order No. 252 of the General Administration of Customs), the General Administration of Customs has decided to adopt the opinion of the World Customs Organization's Harmonized System Committee on the classification of "heat-conducting fluids" and incorporate it into China's commodity classification decisions. This new classification decision has been officially announced in the General Administration of Customs Announcement No. 131 of 2023, accompanied by a detailed annex of the classification decision for reference.

II. Invalidation of old classification decision

It is worth noting that the previous commodity classification decision regarding the "mixture of benzyl toluene and phenyl phenylethane" (Classification Decision No. Z2010-0006, issued under Announcement No. 15 of 2010 by the General Administration of Customs) will become invalid upon the issuance of the new decision. This means that all import and export activities involving such goods must be conducted in accordance with the new classification decision.

III. Implementation time

Announcement No. 131 of 2023 by the General Administration of Customs regarding the new classification decision for the commodity "heat transfer fluids" will officially take effect from the date of issuance, October 11, 2023. All relevant entities and individuals should promptly familiarize themselves with and grasp the new classification decision to ensure the legality and accuracy of import and export activities.
