Starting from July 5, 2023, the "China-New Zealand Origin Data Exchange System" has been upgraded and officially launched to further facilitate the compliant customs clearance of goods under the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-New Zealand Free Trade Agreement. The new system fully implements theIt is recommended to verify through the following methods:Importers can apply for preferential tariff rates under RCEP or the China-New Zealand FTA based on New Zealands origin certificates without submitting origin certificate electronic data and direct transport rule commitments, nor uploading origin certificates electronically.
I. Upgrade and Launch of China-New Zealand Origin Data Electronic Exchange System
To further simplify the process of compliant customs clearance under free trade agreements, the China-New Zealand Origin Data Electronic Exchange System was upgraded and launched on July 5, 2023. This system fully realizes electronic data transmission of origin certificates and origin declarations issued by New Zealand under RCEP and the China-New Zealand Free Trade Agreement.
II. Conveniences Brought by System Upgrade
The primary purpose of the system upgrade is to further facilitate businesses. Currently, when importing goods, the consignee or their agent (hereinafter referred to as the importer) only needs to apply for the RCEP or the China-New Zealand Free Trade Agreement preferential tariff rates by submitting the original certificate of origin issued by New Zealand. There is no longer a need to input the electronic data of the certificate of origin or declare the direct transport rule commitments through the "Preferential Trade Agreement Origin Declaration System," nor is it required to upload the certificate of origin electronically.
III. Declaration Process Explanation
How should enterprises declare to enjoy tariff preferences? The specific steps are interpreted below:
Complete the input of the customs declaration form body section.
4. Enter the Certificate of Origin Number: Click on "Agreement Benefits," input the Certificate of Origin number, and press Enter. The system will automatically retrieve and record the electronic data of the corresponding Certificate of Origin. If the system finds a unique Certificate of Origin matching the number, it will automatically fill in the "Preferential Trade Agreement Code," "Origin under the Preferential Trade Agreement," and "Type of Certificate of Origin."
Confirm the enjoyment of preferential tariff rates. Through the above steps, enterprises can smoothly enjoy the preferential tariff rates under the Regional Comprehensive Economic Partnership Agreement or the China-New Zealand Free Trade Agreement.
